Standing Conference of Parliaments and NGOs “Promoting EU standards of good governance and rule of law at the domestic and regional level”
The conference brought together members of parliament and NGO representatives from Albania, Bosnia and Herzegovina, Macedonia, the Netherlands, Romania, Serbia, Montenegro, Kosovo, the United Kingdom, an OSCE representative and EWPPP staff. The conference provided the opportunity to discuss issues of concern in the Western Balkan region. The focus was on EU standards of good governance and regional transparency and communication for effective democratic development.

Working Visit of the Parliamentary Staff of the Future Afghan Parliament to the House of Representatives of the States General of the Netherlands
12 parliamentary staff members visited The Hague and participated in various presentations and workshops, conducted by members of staff of the Dutch parliament and representatives of Dutch ministries. The visit was organized to assist Afghan parliamentary staff to develop knowledge and skills that will improve their effectiveness as they seek to define their roles as full-time members of the parliamentary administration. Participants discussed various elements of parliamentary administration.

Participants included Krygyz MPs and staff and members and former members of both chambers of the Dutch Parliament.

Networking Handbook
Through cooperation with its NGO partners in the region, the EWPPP produced a small Networking Handbook at the end of the programme. The book contains key contact names and information from all the parliaments of South-eastern Europe and EU member states.

Together with the LCCs and the NGOs, the EWPPP conducted individual country evaluations. This evaluation included the assessment of the other on-going parts of the project, and the regional exchanges, and provides suggestions for further ways of co-operation.

Regional Meeting "Programme Continuation"
Participants included representatives from Albania, Bosnia and Herzegovina, the Netherlands, Macedonia, Serbia and Montenegro and staff of the East-West Parliamentary Practice Project. Discussion focused on the results of the Legislatures and Citizens programme and ideas for the development of a new regional programme. Some of the recommendations were the formalization of cooperation at the regional level, the organization of a standing regional conference of parliaments and NGOs focusing on good legislative practice, including country teams and a regional team, focusing on the role of parliament and citizens in EU integration, and the coordination of adhoc meetings between NGOs and MPs in the region on specific issues such as, e.g. code of conduct, good legislative standards.

Second workshop "The representative functions of upper chambers of parliaments"
Topics discussed included conceptions of the representative functions of parliamentary upper chambers in democratic theory and practice, procedures for the selection of members of upper chambers: constitutional norms and practices, constitutional variation in the role of upper chambers in policy making, political representation and status of upper chamber members: constitutional powers and representative roles, the organization of the activity of members of upper chambers and upper chambers as a subject of humanitarian and legal strategy.
